To a point it DOES matter IMO. Examples:
1) If you're shooting 30% and the other guy is shooting 55%.. normally the guy with 55% will do better unless shots fired are seperated by a wide margin which doesn't occur TOO often in an MLG game.
2) Higher hit % usually gives the opportunity for more headshots. Hit % may be a moot point but headshots are not. That's what generally counts.
3) Your example of shooting for multi-kills is good but if you do it too much it can get to the point where you're just wasting ammo. Unless no one sees you or is anywhere near you.. you probably shouldn't be emptying your clip from c3 to p2. In an 8 person FFA you generally won't have the luxury to do that. Sometimes grenades are more effective.
4) I also don't think randomly spraying is a particularly good strategy. Again, my opinion.. but it goes back to ammo conservation.
To sum it up, you need to find a good line between using your ammo and knowing when not to shoot.. and if you do this hit % should matter at least moderately. Again it's not a HUGE deal and like I stated it's a moot point, but to a degree yes it should matter. Headshots are still the most important though.
