Generally, >10k d/l is really good, and anywhere from 3-10 is good. For upload, >2k will let you host 16 player games in H2 with full green bar, just to give you an idea. And anywhere from 1-2k upload is fine, lower than 1k and it's kind of bad, depending on how low you get. At least, that's how I look at it.
