i decided to re try my test and i got
Server:Seattle Washington
Download:5222 (652.8 transfer)
Upload: 263 (32.9 transfer)

apparantly bing on my main computer instead of laptop makes a big difference

It made a differenc eon your DL speed but not much on your UL. I'm not gonna bother updating because the upload matters the most when hosting.
