Ive had this problem for years know so you know what i feel like when i cant join peoples parties. My reason is because my firewall is on strict so that we don't get hacked, because my comp is connected to the whole house and they could get my credit card info.

Dude to check if your problem is what i have go on gears of war and try to make a party. If you can't your firewall is on strict. So all you have to do is change that and your good

lol its a setting do you know how to get to your firewall? Its on your comp. Wait this might be wrong im not to sure. All i know is something is on strict but i dont know what it is.
