Ok, I've been thinkin about this for awhile and considering I'm in flight school and just completed my ground training, and from my knowledge from that I thought no, so I called my instructor and asked him and he said no, cause what gives a plane lift is air coming up and under the perfectly designed wings, thrust will do nothing but drive it forward, but the air isn't going anywhere, therefore the air has be having resistance with the wings for this to work, and that's not happening, so no this is not possible, shit like this looks good on paper, but won't really work

now if the plane is on and jets are full blast matching the speed of the tread mill the wheels will go like this

the tread mill is basically pushing the tire around and around while the jet push's for the skies
it is moving forward

If the plane is thrusting forward through "air", it will create lift and take off. The treadmill going in the opposite direction holds no effect to the plane body (where the engine is) to keep it from moving forward. The only effect the treadmill has is to make the wheels spin till they catch on fire.

And for those with the Mythbusters comments, December 12th they are doing a show on it.
