The plane would take off. The actual speed and wheels do absolutely nothing to the planes actual lift. The plane only has to get a certain amount of air passing under the fold of its wings in order for it to take off. The wheels in many aspects are the conveyor belts property and will there for contain no drag or friction to the plane. It will cause no movement of the plane but at the same time the engines will still be pushing oxygen and small amounts of nitrogen through. Thus creating no difference in the planes take off procedure. Now landing would be a different story.

I don't think it will take off.
You're right about the wheels not being important. What is important is relative motion, as Phalanx said. However, due to the conveyor the relative motion of the plane to earth is 0 (imagine yourself sitting on the plane - what would you see in terms of motion). Also the relative motion of the plane to air is whatever the natural windspeed is (imagine a wind speed gauge on the plane - it will read whatever speed the wind is blowing). What forces would cause the plane to take off if plane to earth and plane to wind speed are basically 0?

it doesn't make sense how it lifts off tho
you're taking lift out of the plane taking off because its not getting any air under the wings, its only getting thrust forward but not going anywhere. Edit: drive a unicycle
