I will try to explain this, if it doesn't make sense please forgive me. I use Vegas 7.0 and this is how I do it, so If you use something else, or don't like my method you will have to learn on your own.
For the clip you want to shake you have to go into the pan/crop tool. Set a key frame at the beginning of the clip. move a few frames forward, drag the clip to the left, set a new key frame move a few frames forward, drag clip to center again, new key frame move forward, drag left, set key frame repeat as necessary.
