Can't Figure out Which Cables

I am trying to use a cable from the composite slot on my vid cap card and split it so it goes to the tv and computer at the same time. I was reading the 'what cables you need' topic and I came across the 'phono splitter'

The green cord in there is what I need ( phono splitter)

But my question is: what exactly is that cord, and could I use an audio splitter to replace it?

I do belive that an audio splitter would do fine...Indeed I use one as well and its great

the audio slpitter should work by theory but no gaurentees
